The Humphrey-Hawkins Full Employment Act of the 1970s was a down-right strange piece of legislation. I've been intrigued with its improbability, on several levels, since I first heard about it. In the book I use it to talk about the hollowing out of liberalism and the brittle remnants of New Dealism.
